This Lifeline phone service is available to the public through the Lifeline Assistance program. They serve low-income residents throughout the US. These government-subsidized phones, give the poor access to free landline and cell phone services. Without help, many might not be able to afford a phone.
Budget Wireless, offers FREE cell phone, and 250 FREE minutes monthly, to those who qualify. With this plan, there are no long contracts or credit checks. Only Budget Mobile’s ‘California Connect’ offers free unlimited talk and text messaging. You qualify for these benefits if you receive help from a government agency.
You qualify, if you receive Stamps, Medicaid, Disability, etc. (check eligibility). You also qualify if, your total income is 135% – 150% below the federal poverty level depending on your state. Budget, limits subscribers to one phone per household and yearly re-certification.

How Lifeline Assistance Helps
Lifeline, is a decades-old, government-subsidized program, providing free, and discount landline and cell phones to disadvantaged individuals and families. Funding for the program comes from the Universal Service Fund fee, charged on all telecommunications services.
